Couleecap, a community action agency, offers low and moderate-income homeowners assistance with critical repairs and upgrades to improve home safety, energy efficiency, and long-term livability. The program focuses on essential improvements that create healthier living environments, lower utility costs, and support housing stability. 

This program is open to residents of Crawford, La Crosse, Monroe, Vernon, Jackson, and Trempealeau counties. Applicants must be below 80% AMI and have lived in their home for at least one year.
