Program Details
Rhode Island launched The Home Electrification and Appliance Rebates (HEAR) program in September 2024 to give rebates to homeowners for home upgrade purchases that can help you save on utility bills and make your home more comfortable. The state of Rhode Island is partnering with six nonprofit agencies called Community Action Agencies to administer the program.
What can you get?
As of September 2024, the HEAR rebates available are up to $4,000 for a new electrical panel, up to $2,500 for electrical wiring, and up to $1,840 for an electric stove, electric oven, or electric heat pump clothes dryer.
Rhode Island has separate incentives for installation of heat pumps through the Clean Heat RI program. The amount of the rebates for heat pumps and heat pump water heaters depend on your income and what fuel you are switching off of for heating. Certain low-income homeowners who are switching off of oil or propane for heating can receive up to 100% back on the cost of a heat pump or heat pump water heater.
Who is eligible?
The HEAR rebates are currently available to households in Rhode Island making 80% or less of the area median income. This will be based on your household income and your household size. You can find income thresholds here. Rhode Island plans to expand the program to more households in 2025. We’ll keep you updated when more rebates go live. Rebates for heat pumps and heat pump water heaters through the Clean Heat RI program are available to all RI homeowners who are RI utility customers and switching off of coal, propane, or natural gas for heating.
How to apply
For HEAR rebates for electric panel and electric appliance upgrades, RI homeowners should contact the Community Action Agency in their region. The Community Action Agency will work with you to set up a no-cost home energy audit, and work with you to figure out what electric upgrades will work for you, and what incentives you might qualify for.
